How to use the $5000 electronic consumption vouchers for your pets?
According to the 2026-2026 Hong Kong Budget, the government has decided to issue $5,000 "electronic consumption vouchers" to stimulate consumption, which can be received as early as August 1st. (Updated on June 18th)

What are the Electronic Consumption Vouchers?
The Budget revealed that the government will issue a total of $5,000 in "electronic consumption vouchers" to each eligible individual, and the validity period of the vouchers will be extended as much as possible to boost local consumption.
Application Eligibility
The eligibility for electronic consumption vouchers is as follows:
Eligible Individuals
- Permanent residents of Hong Kong aged 18 or above residing in Hong Kong; or
- New arrivals to Hong Kong aged 18 or above
Ineligible Individuals
- Foreign domestic helpers, foreign workers in Hong Kong
- Foreign students in Hong Kong
Scope and Restrictions of Application
Applicable Scope
According to government information, citizens can use the consumption vouchers at the following 6 types of establishments, including:
- Retail shops
- Catering establishments
- Service industries
- Online stores with business registration, such as Pets' Thing
- Local online stores or online shopping platforms
- Market vendors
- Transportation expenses, etc.
Electronic consumption vouchers are also applicable at Pets' Thing to purchase super affordable pet supplies!
Inapplicable Scope
The following 6 types of establishments are not eligible for consumption vouchers, including:
- Overseas consumption
- Donations
- School fees for government-subsidized schools
- Online stores without business registration
- Payment of government or public fees (water, electricity, gas, taxes, tunnel tolls, parking meters)
- Public institution fees (hospitals, Buildings Department)
- Purchase of financial products, insurance
- Person-to-person transfers
Application Date
The government plans to start accepting registrations as early as summer 2026. The latest news is that registrations will be accepted from 6 AM on July 4, 2026, until August 14, for a total of 6 weeks. The first installment of $2,000 in consumption vouchers can be received as early as August 1st.
Electronic registrations completed within the first two weeks (July 4 to 17) will receive the first installment of $2,000 in consumption vouchers in the first batch. For electronic registrations completed in the third to sixth weeks (July 18 to August 14), or paper registrations, these will be part of the second batch of consumption vouchers.
How to Use
Citizens can choose the most suitable payment tool to receive and use the consumption vouchers.
The government will distribute electronic consumption vouchers through stored-value payment tools, including:
- Octopus; subsidized in three installments
- Alipay Hong Kong; subsidized in two installments
- Tap & Go; subsidized in two installments
- WeChat Pay HK; subsidized in two installments
If you choose Octopus, please note: there is no distinction between consumption vouchers and remaining balance, but Octopus can identify whether a transaction falls within the scope of consumption vouchers based on the merchant. If the amount is used at non-consumption voucher merchants, you must top up the card yourself at designated locations (locations include: MTR, Light Rail customer service centers, designated piers and public transport interchanges' public transport subsidy collection points; all 7-11, OK convenience stores and Wellcome supermarkets; Octopus service stations; Octopus mobile app).
.<To prevent impersonation or identity theft, each Octopus card or personal e-wallet can only be registered once and cannot be reused.
Everyone can choose their commonly used or most suitable payment tool to receive and use the consumption vouchers.
Pets' Thing already accepts Octopus, Alipay Hong Kong, and WeChat Pay HK for electronic consumption vouchers.
Application Method
Mr. Sio Kam-wing, General Manager of the Office of the Government Chief Information Officer, revealed that citizens may register for electronic consumption vouchers through the "iAM Smart" platform.
Launched in December last year, "iAM Smart" allows citizens to log in with a single digital identity to access various public and private services.
Citizens can register online or by paper, as follows:
Online Registration
The government will establish a central registration system for citizens to register electronically:
- Step 1: Verify identity on the government registration website, either through the "iAM Smart" platform or with a one-time password.
- Step 2: Choose one of the four stored-value payment tools as the collection platform.
- Step 3: Fill in the relevant account number.
- Step 4: The first installment of electronic consumption vouchers is expected to be received as early as this summer.
If citizens have previously registered for last year's "Cash Payout Scheme," some basic personal information will be automatically loaded into the application form, reducing the time required for data entry.
Paper Registration
For paper registration, the government will set up various collection points for forms.
If registering through electronic channels, the first installment of electronic consumption vouchers may be received as early as summer; if registering by paper, it may take longer to receive the electronic consumption vouchers. When registering, the following four personal details must be provided for verification:
- Name
- Identity card or exemption certificate number and issue date
- Local mobile phone number capable of receiving SMS messages
- Stored-value payment tool for receiving consumption vouchers and its account number
Usage Period
【Updated on June 18】The $5,000 consumption voucher scheme will be disbursed in two or three installments depending on the chosen payment platform.
Consumption vouchers collected via Octopus will be disbursed in three installments: HK$2,000, HK$2,000, and HK$1,000. If the first two installments are fully used, the third installment will be issued. If collected via the other three payment tools, it will be disbursed in two installments: HK$2,000 and HK$3,000.
