Can I use the 2026 electronic consumption vouchers worth $5,000 to buy pet supplies?

With the release of the 2026 financial budget, the government will issue electronic consumption vouchers worth $5,000, distributed in two phases. On April 16th, citizens who successfully registered for the 2026 Consumption Voucher Scheme will first receive $3,000 in vouchers, followed by another $2,000 on July 16th.

First phase of consumption vouchers to be issued in April, collection methods

The $5,000 consumption voucher scheme will be launched in two phases. The first phase will see $3,000 distributed on April 16th to citizens who successfully registered for the 2026 Consumption Voucher Scheme, followed by another $2,000 on July 16th.

Please note that citizens must use the same stored value facility payment tool they registered with for the 2026 Consumption Voucher Scheme to receive the vouchers. It is not possible to change the stored value facility payment tool at this stage. All payment tools are listed below:

Collection Method 1: Via Alipay, Tap & Go, WeChat Pay, BoC Pay, PayMe

Citizens who receive consumption vouchers via AlipayHK, Tap & Go, WeChat Pay HK, BoC Pay, or PayMe accounts will receive the $5,000 consumption vouchers in two installments.
  1. First installment: $3,000 consumption vouchers will be issued on April 16, 2026, to citizens who successfully registered for the 2026 Consumption Voucher Scheme.
  2. Second installment: The remaining $2,000 consumption vouchers will be issued to the aforementioned citizens on July 16, 2026.

If the stored value facility account used to receive the 2026 consumption vouchers is still valid and has not been lost, citizens do not need to register again.

  1. After receiving the first installment, if the total eligible spending reaches $3,000 by June 30 or earlier, the second installment of $2,000 can be received as early as July 16.
  2. If the target is not met by June 30, the second installment will be postponed by one month, and so on. The usage period for the first installment is also until October 31, while the last date to collect the second installment is November 16.

Consumption vouchers will be stored as stored value in the Octopus card, so there is no expiry date for their use. However, if the cumulative total of "eligible spending" by the registrant from the date of receiving the first phase of consumption vouchers is less than HK$3,000, they will not receive the second phase of HK$2,000 consumption vouchers.

What is 'eligible spending'?

The government's official consumption voucher website lists categories of transactions not applicable to consumption vouchers. Octopus will not include these transactions in the cumulative total of "eligible spending."

Merchants, categories and restrictions for consumption vouchers

According to government information, the aforementioned payment tools are accepted by thirty thousand to one hundred thousand local retail, catering, and service industry merchants. Citizens can use consumption vouchers at local physical stores or online shops, including retail, catering, service industries, online shops with business registration, etc. However, they are not applicable to overseas consumption, online shops without business registration, paying utility bills or taxes, purchasing financial products, transfers, and other uses.

Citizens who received consumption vouchers last year do not need to register again.

How to update payment tool accounts? What to do if Octopus is lost? 2026 Consumption Voucher re-registration arrangements

Changing the receiving payment platform is not allowed in the first phase. If an individual confirms that the stored value facility account registered for the 2026 Consumption Voucher Scheme is invalid, or if the Octopus card registered for the 2026 Consumption Voucher Scheme has been lost/returned, and thus cannot receive the new round of consumption vouchers through the relevant account, they must update their records through the following channels on or before March 29, 2026:

  • Complete a written form, along with a copy of a valid Hong Kong Identity Card, and mail it to "Consumption Voucher Scheme Secretariat, P.O. Box 185000, General Post Office, Hong Kong."
  • Change their registration records through the designated website (Click here to register), and the old Octopus card will be cancelled.
  • Re-register for consumption vouchers in person

Re-register for consumption vouchers in person

Citizens can call the hotline 185000 between March 10 and 29, 2026, to make an appointment and visit a Consumption Voucher Scheme temporary service center to complete the procedures. Office hours are: Monday to Friday from 9 am to 6 pm, and Saturday from 9 am to 1 pm. It is closed on Sundays and public holidays.

Second phase consumption voucher distribution method

Registered citizens can change their payment tool for receiving consumption vouchers in the second phase, and the vouchers will be distributed mid-year. For newly eligible citizens, the HK$2,000 consumption vouchers will be issued directly in the second round after successful registration.
