With the release of the 2026 Budget, the government will issue $10,000 in electronic consumption vouchers, distributed in two installments of $5,000 each in April and mid-year.

What are electronic consumption vouchers?
【Latest News】Financial Secretary Paul Chan announced on February 23, 2026, the re-launch of the consumption voucher scheme, with the amount increased to $10,000 to boost local consumption.
The entire scheme involves a financial commitment of approximately $66.4 billion and is expected to benefit around 6.6 million people.
Using registration data collected from last year's consumption voucher scheme, the first $5,000 consumption voucher will be disbursed in April to over 6.3 million citizens who successfully registered for the "2026 Consumption Voucher Scheme". The remaining balance, along with consumption vouchers for newly eligible individuals, will be distributed in phases by mid-year.

The $10,000 consumption voucher scheme will be launched in two phases. The first phase will see the disbursement of $5,000 consumption vouchers in April to eligible citizens who successfully registered for the 2026 consumption voucher scheme. The remaining balance will be distributed in phases when the second phase of the new round of consumption voucher scheme is launched.
Please note that citizens must use the same stored value facility account they registered for the 2026 consumption voucher scheme to receive the consumption vouchers. It is not possible to change the stored value facility account at this stage. All payment tools are listed below:

Citizens who receive consumption vouchers via AlipayHK, Tap & Go, or WeChat Pay HK accounts will receive a lump sum of $5,000.

Consumption vouchers collected via Octopus will be distributed in two installments: HK$4,000 and HK$1,000. The second installment will be issued once the first installment has been fully used by the specified date.

What is “eligible spending”?
The government's consumption voucher official website lists categories of transactions for which consumption vouchers are not applicable. Octopus will not count these transactions towards the cumulative total of "eligible spending".
Applicable merchants, scope, and restrictions for consumption vouchers
According to government information, the aforementioned payment tools cover thirty to one hundred thousand local retail, catering, and service industry merchants. Citizens can use consumption vouchers at local physical stores or online shops, including retail, catering, service industries, online shops with business registration, etc. However, they are not applicable to overseas consumption, online shops without business registration, payment of utility bills or taxes, purchase of financial products, transfers, etc.

If an individual determines that the stored value facility account used to register for the 2026 Consumption Voucher Scheme is invalid, or if they have lost/returned the Octopus card registered for the 2026 Consumption Voucher Scheme, and therefore cannot receive the new round of consumption vouchers through the relevant account, they must update their records through the following channels on or before March 25, 2026:
- Fill out a written form and mail it, along with a photocopy of a valid Hong Kong identity card, to "Consumption Voucher Scheme Secretariat, G.P.O. Box 185000, Hong Kong Post Office".
- Change their registration record through the designated website (Click here to register), and the old Octopus card will be canceled.
- Re-register for consumption vouchers in person.

Citizens can call the hotline 185000 between March 7 and 25, 2026, to make an appointment and proceed to the Consumption Voucher Scheme Temporary Service Centre. Office hours are: Monday to Friday, 9 am to 6 pm; Saturday, 9 am to 1 pm; closed on Sundays and public holidays.

Registered citizens can change their payment tool for collecting consumption vouchers in the second phase, with the vouchers to be distributed mid-year. As for newly eligible registered citizens, they will receive the HK$10,000 consumption vouchers directly in the second round after successful registration.
