News about the second phase of consumption vouchers is finally here! Financial Secretary Paul Chan held a press conference on June 13 to announce the details of this year's second phase of the Consumption Voucher Scheme.

In addition to the four previously announced collection platforms, two new stored-value payment tools will be added this time. You can continue to use your original platform or "switch" to another platform to collect the second phase of consumption vouchers as needed.

The government also recently announced that applications for the second phase of consumption vouchers will be accepted from June 23 to July 23 and will be disbursed as early as August 7.

2026 Second Phase Consumption Voucher Registration Dates

Citizens who registered for consumption vouchers last year and choose to continue using their existing payment platform to collect the vouchers can directly receive the second phase of consumption vouchers through their registered payment platform starting August 7.

As for newly eligible individuals applying for consumption vouchers for the first time, they need to register between June 23 and July 23, 2026, and will receive a direct disbursement of HK$10,000 in consumption vouchers upon successful registration.

When will the second phase of consumption vouchers be disbursed? Second phase consumption voucher disbursement date

Registered citizens can change the payment tool for collecting consumption vouchers in the second phase. The government announced on May 1, 2026, that in addition to the previous four payment platforms, two new platforms, BoC Pay and PayMe, will be added for citizens to choose from for the second phase of consumption vouchers.

In other words, citizens can choose one out of six options, either sticking with their previously used platform or switching to a new one. It is expected that PayMe and BoC Pay will also launch consumption voucher promotions to attract customers.

In addition, the government announced that applications for the second phase of consumption vouchers will begin on June 23 and will be disbursed on August 7. The expiration date of the consumption vouchers depends on whether the eligible person is a new registrant and which payment platform they use.

1. Existing Eligible Persons

Paul Chan stated at the press conference that the first phase of consumption vouchers coincided with the fifth wave of the epidemic, which severely impacted the social economy. Therefore, it was decided to disburse the consumption vouchers in one go at that time. However, as the epidemic has subsided, in order to more effectively revive the economy and encourage more spending, all six collection platforms will disburse the vouchers in phases.

Regardless of the platform, the second phase of consumption vouchers will be disbursed in phases starting August 7. The first phase will allow recipients to claim $2,000, while those using collection platforms other than Octopus can claim the remaining $3,000 on October 1, with an expiry date of February 28, 2026.

If collected via Octopus, it will be in three phases. After collecting $2,000 on October 1 and accumulating $4,000 in spending, the final third phase of $1,000 consumption voucher can be collected on the 16th of the following month. The $4,000 must be spent by March 31, 2026, at the latest to receive the final phase of consumption vouchers.

2. Newly Eligible Persons

For new registrants of the HK$10,000 consumption voucher, it will be disbursed in 3 phases. The first two phases will each disburse HK$3,000 on August 7 and October 1 respectively, and the final phase of HK$4,000 will be disbursed on December 1.

If opting for collection via Octopus, it will be disbursed in 4 phases. The first 3 phases will each disburse HK$3,000 on August 7, October 1, and December 1, respectively. The final phase of HK$1,000 will be disbursed on the 16th of the month following the accumulation of eligible spending of HK$9,000. The consumption vouchers have a validity period of 6 to 10 months, and the HK$9,000 must be spent by May 31 at the latest.

  • Aged 18 or above on or before June 13, 2026
  • Permanent residents of Hong Kong or new arrivals to Hong Kong
  • Individuals who are conditionally eligible to become permanent residents of Hong Kong (e.g., professionals, students, entrepreneurs, and specialists who have arrived in Hong Kong) may receive half the value of the full consumption voucher.
  • Individuals who have not permanently left or do not intend to permanently leave Hong Kong

How to determine if there is an intention to permanently leave Hong Kong?

  • Long-term absence from Hong Kong without special reasons between June 18, 2019, and June 12, 2026.
  • Whether the MPF was withdrawn early due to permanent departure from Hong Kong.
  • Whether the identity card was issued in Hong Kong.
  • Other evidence or information indicating the applicant's intention to permanently leave Hong Kong.

Registered citizens can decide whether to change their registration platform when applying for the second phase of consumption vouchers. If citizens choose to continue using their existing payment platform to receive consumption vouchers, they do not need to perform any registration procedures, and the consumption vouchers will be automatically deposited into the relevant payment platform after verification by the authorities.

Choose to "switch platforms" to collect the second phase of consumption vouchers

If eligible citizens choose to "switch platforms" to receive consumption vouchers through another payment platform, they must complete the relevant procedures to "switch platforms" between June 23 and July 23 via the electronic registration platform on the Consumption Voucher Scheme website, or through government-designated service centers, to collect the second phase of consumption vouchers.

If citizens choose to complete the "platform switching" process online, they can verify their identity by answering security questions related to their existing registration record and log in to the electronic registration platform to submit an application for changing registration records. Citizens can also use "iAM Smart" for identity verification to complete the relevant procedures. According to the government, citizens will receive the results one week after submitting the application for changing registration records.

It should be noted that once an applicant successfully "switches platforms" to receive consumption vouchers, they cannot change it again. Therefore, eligible citizens should carefully compare different payment platforms before deciding whether to switch.

Details to note when "switching platforms"

The second phase of consumption vouchers can still be collected via Alipay HK, Tap & Go, and WeChat Pay HK. To provide more choices, two new stored-value facility operators, BoC Pay and PayMe from HSBC, will be added this time.

However, it is important to note that BoC Pay from Bank of China (Hong Kong) and PayMe from HSBC are limited to transactions with merchants and do not include transfers between individual users. This means that if a store uses a personal account as a收款 platform rather than a commercial account, the transaction will not fall under the scope of consumption vouchers. Failure to use consumption vouchers for purchases will directly affect the timing of receiving the second phase of consumption vouchers!

Paul Chan encouraged everyone to "switch platforms" at the press conference, believing that operators will offer more promotions to "attract customers," which can also expand and deepen the development of electronic payments in Hong Kong. If citizens wish to continue using their previously registered collection platform, they do not need to do anything and can simply wait until the designated time to collect;

However, if they wish to "switch platforms" or are newly eligible, they can register from June 23 to July 23. Citizens can log in to the online registration platform to switch platforms, enter their identity card number and answer three security questions, then select a new collection platform; at the same time, the government will set up eight temporary service centers to facilitate citizens to switch platforms in person. Wang Xueling, Principal Assistant Secretary for Financial Services and the Treasury (Treasury), reminded citizens that the "platform switching" procedure can only be done once, so they should consider it carefully before registering.

The press conference also specifically mentioned the new eligibility criteria for the second phase of consumption vouchers. This time, it allows Hong Kong residents who are not new arrivals but are conditionally eligible to become permanent residents to receive consumption vouchers. Paul Chan stated that under the new conditions, professionals or entrepreneurs who have come to Hong Kong through various schemes, or individuals who have come to Hong Kong for study, will receive half the amount of consumption vouchers.

In addition, Paul Chan stated that he heard public opinions that citizens who have emigrated should not be issued consumption vouchers. Therefore, the government will consider whether citizens have left Hong Kong for an extended period without specific reasons between June 18, 2019, and yesterday. If they went to study abroad or were assigned to work overseas by their company, these can be considered valid reasons, and they will be eligible to receive consumption vouchers. Otherwise, they will be deemed ineligible. The eligibility of citizens who have left Hong Kong will be cross-checked with the Immigration Department and the Mandatory Provident Fund Schemes Authority.
